“For society to influence these decisions and control public sector data infrastructures, especially those that concern them, it is necessary to make the flows fairer and more transparent. The democratic governance model presented in the last part of this study aimed to achieve this objective. Not to replace existing governance models, which are generally more focused on technical processes and procedures, but to add layers of collaboration and openness that are prerequisites for democratic environments.”

ABOUT ME
A practitioner opening data and technologies for 12+ years
I’m a specialist in data governance, digital transformation, and open government. I was the executive director of Open Knowledge Brasil from 2019 to 2024, and now I’m on their Governance Board. At São Paulo City Hall, I led the transparency and integrity policy and coordinated award-winning projects like Pátio Digital. I have a PhD in Public Administration and Government from FGV-SP and I’m currently doing postdoctoral research at the University of Münster in Germany.
